Does stroke causes this much extent?

I delivered a baby girl on 25 Jan 08,but she was underweight(2.2 kg).As delivery took 12 hrs she suffered from less blood and oxygen supply to brain.Now she is 8 motnhs old but her left side is not as much working as right part.I’m worried about whether she will suffer from permanant weakness or not.Can anyone guide me? Is there any solution for this?
