Neuromuscular disorder (MERRF).

Hello Harry, I’m sorry to hear about your sister’s disorder. I don’t no if this may help, but I have a rare Neuromuscular disorder called merrf. (Myoclonus Epileptic with red redged fibers)
I also have limb movement, head jerks, and falls, but now use a walker. What you described seems similar to what people with Myopaties disorder have! But the symptoms usually began at a very young age or young adulthood.
